Memorandum on the Course pursued by the University of Toronto in the Development of the Manufacture of Insulin.
Objective.
In a general way, the object of the University of Toronto is to do what it can to ensure that, at the earliest possible date, adequate supplies of potent and non-toxic preparations of Insulin will be constantly and readily available at reasonable prices all over the world. The University has found that it can expect to achieve success in obtaining this object, only through the agency of patents and trade marks; and it has therefore applied for patents and trade marks or for trade marks only in a great many of the countries of the civilized world.
Administration.
The Governors of the University of Toronto are advised, with respect to Insulin policies and problems, by an Insulin Committee; and to this Committee and its Executive Secretary the governors entrust considerable executive and administrative authority.
Composition of the Insulin Committee.
This Committee consisted originally of three members of the Board of Governors together with an Advisory Sub-Committee consisting of the four original discoverers and investigators of Insulin and the Director of the Connaught Laboratories.

The Connaught Laboratories is a Department of the University of Toronto which manufacturers Public Health Biological Products (including Insulin) and vaccines for sale upon the public market in Canada and elsewhere. These products are sold at the lowest practicable cost.
